Who is arm-twisting Zamfara Assembly?

The position of leadership is an exalted one. Sex, money and power remain the three phenomena over which man exerts an unbridled, rabid and often animalistic pressure. While money is not an end to its self but a means to an end, power remains the very end. A typical power seeker is like a man groping for an object in the dark.
While over 16 years of democracy is being celebrated in all the Houses of Assembly across the nation and National Assembly, the Zamfara state House of Assembly decided to retain its speaker, Hon. Sanusi Garba Rikiji and other key officers. Though it was not a debate, but according to an intensive investigative journalism, DESERT HERALD came to discover some reasons for the nomination of the House leadership at last. Some group of analysts and those close to the Zamfara seats of power (Government House) disclosed that it was the efforts of some political heavy weights in the state. According to this group many waters passed under the bridge.
But whatever it may be, human beings are unpredictable from a minute to the next day. And the pattern of growth and maturity of any individual remain a mystery to everybody including the individual himself. However the citizens expect development and other political antecedents that can help re-shape the focus of other happenings that are considered odd to the democratic development of their immediate environment.
We all saw the political scenario at the National Assembly over there was a similar political inauguration event in Zamfara State House of Assembly were the 24 members elect, all under the umbrella of All Progressives Congress (APC). The state Governor, Alhaji Abdulaziz Yari, his deputy, Mallam Ibrahim Mohammad Wakala and other state leaders of APC were there.
Some of the people interviewed by this medium said the election of the speaker was a political movement by the political bigwigs that believe that in every democratic movement in the state, they must be the powers that be, powers that shot and at the same time dictate the tune.
Some political analysts lamented that it was very painful as it was not a hot contest, not even a contest on who occupies the most prestigious seat in the state House of Assembly. Everything they believed is an old wine in a new bottle. In their opinions, there was nothing to prove that democracy is really at the peak level.
A commentator in a civil society organization was in attendance. Though the commentator said the party is struggling to create ennobling environment, but the question is can the party change the political equations in terms of reviving the leadership structure that can help the state to get sound legislative activities which can pave way for a sound budgetary process, sound law formulations as well as
effective oversight functions?
The leadership structure that produced Hon. Isah Abdulmumini as the new House leader in replacement of Hon. Salisu Musa Tsafe who is not in good book of the powers that be as well as the election of Hon. Shehu Mai Wurno from Shinkafi constituency as the new deputy majority leader. We know the power play that the people selected sorry nominated are the terrain of politician “A” nominating candidate “B” and that so and so must be maintained because of the powers that produced the 24 state legislators of the APC. In other case it was APC affairs because apart from the position of the speaker and the deputy speaker, whom the law makers claimed were elected, all other principal officers were appointed by the party leaders in the state which they said is constitutional.
According to one Malam Ahmad Ibrahim who said he has been monitoring activities of the state House of Assembly spoken on issues that may open the scope of reasoning especially for the law makers. He also spoken on strengthening and enhance the legislative arm of the government by acting independent organ of the executive.
He submitted that the democratic norms should seek to better the lots of the people that brought them to power. This he said can be done by monitoring the executive through sound legislative activities noting
that some policies may not sound better for the executive. According to him, if the legislative institution is weak, the executive cannot be able to perform.
But the executive can perform through the legislative powers so that it will be a great advantage to the common masses. Even though some political figures may be affected by some policies of the House, it ‎does not matter. The House needs a sound policy, strong enough to checkmate the executive.
Ahmad Ibrahim further spoke of enhancing the legislative oversight even though he did not blow trumpet of glorification for the just past 4th Assembly in the state in terms of legislative oversight. He said that no matter how strong or sound a policy may be if the House does not care to see to its total implementation, the objective may not work out as planned. He said beyond the law making process by the law makers there is need to be up and doing in terms of monitoring the state resources allocation to MDA’s and other structures of the government especially now that the economy is crumbling in the state.
According to him, the people of the state are becoming more concerned about the question of resource control calling for transparency and accountability in project implementation and service delivery. Then
the state House of Assembly need not to allow the executive arm to play with the resources in the way and manner that do not benefit the common masses.
He called on the House to be mindful with the reality and hold the executive responsible for whatever action it deems not in conformity with the interest of the people and the laws because the process that brought majority of the law makers influences the public.
He suggested that the citizen should be involved in the making of the state budgetary processes by the members can enhance budget for the state, adding that the door should also be opened to civil society
organizations for supports, commending the establishment of civil society liaison office in the edifice of the state House of Assembly for budgetary frame work.
Again he said that SAVI/DFID, SPARCH are capable of having a good agenda of having citizens oriented budgetary, saying that the members of the House can monitor the executive in term of budget
implementation because of the previous experience whereby the executive went ahead to spend outside their budgetary frame work and went free without any legislative measure taken against it.
This however is suspected to be insincerity to democracy by the actors who must be judged by the frame work of history. To rebel against moral standard or the spirit of democracy is a heinous crime against
the entire society since democracy is said to be the government of the people by the people for the people. Therefore the political thought of the leaders should depend on the consciousness of democracy since we have in history encountered several political confusions and crisis. We need to redress the issue by using our yesterday’s mistakes to the fundamental political atmosphere for tomorrow.
Such issue is to challenge our basic assumption of religion and political thoughts that affect our political progress. In as much as the conceptual frame work of our political progress remains visible we need nothing other than opposition to such negative thinking and action to produce thought of political stability and action of sense in our democratic journey.
In a democratic set up, there is co-operation between the rulers and the ruled that means that the activities of the leaders are always in check and the administration of the society becomes simplified that
every, governmental until receive as a push for development. With these, we know that the business of politics is fully met by taking proper care of public affairs.
But unfortunately in this country, through their perception, despite a population of over 160 million people, we could not elect through a democratic process.
